I honestly had no clue what it was when I took the picture, but a quick Google search when I came home told me all that i needed:
This monument is dedicated to Canadian peacemakers around the world and honours both the living and the dead.
The actual statues are of 3 peacekeepers: two men and a woman standing on two sharp, knifelike edges of stone, cutting through the rubble and debris of war and converging at a high point, which symbolizes the resolution of conflict.
